non è escluso che quest'anno il Kosovo entri a far parte del DXCC.
Vi sono molti influenti membri del DX statunitense che stanno facendo
notevoli pressioni perchè la Republica del Kosovo entri a far parte del
diploma. Precisiamo che la ARRL che cura il DXCC, in passato ha anche
deciso "politicamente" a modo suo di ammettere dei paesi(o toglierli)
ma teoricamente dovrebbe essere il DXAC (The ARRL DX Advisory Committee)
il comitato che in base alle sue considerazioni consigli (decide....) di ammettere
togliere i paesi (o dipendenze di questi) dal diploma.
Recentemente K4MQG, Gary Dixon (tra l'altro presidente dell'INDEXA)
oltre che ex presidente della Carolina DX Association (alla quale indegnamente
appartengo) ha pubblicato un appello alle più alte istituzioni del DXAC a
questo scopo. Qui sotto la mail che ho ricevuto. E' molto lunga ma credo
sia commestibile anche a chi non è abile nella lingua inglese. Sono interessanti
le considerazioni sullo status del paese e delle tante nazioni che lo riconoscono.
Molto divertente quando afferma che comunque non si parla dell'United Nation
DXCC, ma che si tratta del DXCC della ARRL...Come dire, avete messo dentro
in passato un sacco di cose discutibili nel diploma, potete anche decidere da soli

Capitol DX Association in reply to their written letter earlier this week.
Basically they were requesting info on where the DXAC stood on the
DXCC entity decision on Kosovo. I am forwarding my reply to the
NCDXA to you also. Hope this info will give you an update on my stance
on this subject as the Roanoke Division DXAC representative.

Hello Fred, K3ZO, and members of the National Capitol DX Association...
Thank you for the letter of January 12, 2018 and your thoughts on adding
Kosovo as a new DXCC entity to the DXCC program. Your thoughts and
desires to add Kosovo to the list of DXCC entities are exactly what I
have recommended for years. I have supported this action in my past
correspondence to the DXAC, K5UR and my ARRL Director. My last letter
of support for this action was to Mr. Ric Roderick, K5UR, in June 2017 just
prior to the ARRL BoD meeting in July 2017.
My previous correspondence also pointed out the fact that Kosovo is on the
list of 110 United Nation Countries that recognize Kosovo as an independent
nation and that Kosovo is also on the Department of State's "Independent
States in the World". I have also suggested the DXCC is an award of the
American Radio Relay League and not the United Nations
Radio Relay League,
thus the ARRL could simply add a section to the DXCC List Criteria allowing
the DXCC Desk/PSC to add new entities as they have done in the past. As
examples, Okino Tori-shima, 7J1, and Scarborough Reef, BS7, were based on
ARRL political decisions at the time. The DXAC rejected Scarborough Reef as
a DXCC entity and I do not think there was even a DXAC vote on Okino
Tori-shima. Internal decisions by the ARRL resulted in these countries being
added to the DXCC list. Note: See article at the bottom from ARRL in 1976.
It shows that the ARRL has the power to make DXCC decisions with or
with-out the DXAC or the United Nations.
After the July 2017 BoD meeting there was a lot of mixed information from
the ARRL about a DXAC assignment which was supposed to be sent
to the DXAC Chairman, W5FI for distribution to the DXAC members.
Finally in late October or November an assignment was finally sent to the
DXAC members, but we were told to just review it but not to vote or take
any action on it until later advised. We were initially advised that the vote
on the assignment should be done in December so the results could be
presented at the ARRL BoD Meeting on January 19, 2018. No DXAC vote
was ever taken on the assignment which could have potentially been
the pivotal point for approving and adding Kosovo to the DXCC list.
The ARRL BoD meeting tomorrow, January 19 will now certainly be full of
politics which was forecasted and this could be the reason why the DXAC was
never asked to vote on the assignment from months ago.
Hopefully there will be some positive action on Kosovo in the coming months
and as the DXAC Member of the Roanoke Division I will be voting on it for
approval.
